          The regular monthly meeting of Yoe Borough Council was held on May 7, 2013 at
the Yoe Borough Municipal Building, 150 N. Maple Street, Yoe, PA. The meeting was called to order
at 7:02PM by Council President Sam Snyder followed by the Pledge of Allegiance.

Minutes
 
Councilman Snyder asked if everyone had an opportunity to look over the minutes of the prior meeting,
any additions or corrections? Councilman Allar said on Page 6, the second line from the bottom. I pointed
it out to Chris that the sub contractor, Kinsley hired when this was built, did not have a crew on how to
deal with the wetland inspections. Its not crew, its clue. Councilman Snyder asked for any other additions
or corrections? A motion was made to accept the minutes of April 2, 2013 with the noted correction by Councilman Allar. The motion was seconded
by Councilwoman Coble Tyson. All in favor. Councilman
Snyder said minutes approved.
 
Annoucements
 
Councilman Snyder said his cell phone is not operating, that was sent back. Probably won’t have
one for another week, please contact my home phone and I’ll get back to you.
 
Councilman Snyder said York County Planning Commission has notified us that Yoe Borough
has been chosen to receive the County Planning and Community Development Award. The
award is to be presented at the planning commission’s annual dinner on May 23rd at the Holiday
Inn Conference. They asked that the mayor and his wife attend that, to represent the municipality
to pick up the award. I can’t speak for them, but I think it was us, Red Lion and Dallastown,
going to be honored jointly for the Tri Borough Comp Plan. I can’t say. The letter didn’t say.
 
Visitors
 
Mark Adkins, 246 S. Main Street, said I was asked if I was willing to attend the meeting by
a council person. This is about 230 S. Main Street. Councilman Snyder said we are going to
be discussing that, under Solicitor’s Report, its next on the agenda.
 
James Tyson said he was also wondering to vacant properties and if the borough is going to
be picking up the tab. Councilman Snyder said we are going to be discussing that tonight.

A lot of that is going to be a snowball. We do have this option, we have to discuss tonight, because
we are into the growing season. There were three property that the borough had already gone in
and cleaned up, some of the junk and accumulation. We can go in and lien the properties to recoup
that money, we will recoup that money only when the property sells. The discussion tonight under
our zoning, is should we direct the zoning officer to go ahead and cite for grass. Because we know
its probably not going to be taken care of. And then does council want to start mowing on a monthly
basis, at least those three properties. If so, we will probably want to hold off filing any type of lien
until the end of the season. And do one lien per property for all the costs incurred. Mr. Tyson said
then you go into shoveling snow. Councilman Snyder said well, if you’re making that suggestion,
we can take into account for next year. Mr. Tyson said you cite people, they tie it up in litigation,
try to get any type of award out of it. Then you back at shoveling snow. You spend all these thousands
of dollars on all these new ordinances, they’re good for nothing and the man hours to do it. Councilman
Snyder said well we either ignore the ordinances and let the town look like crap, or we try to fix
it up. And fixing up properties that are abandon, dilapidated, it becomes quite an expense. And the borough
is undertaking it, to try to better the. Mr. Tyson said it’s a liability to the borough to start with.
Councilman Snyder said believe me, I’ve been doing this for 22 years, I don’t like the way the laws
are set up. Our hands are tied on what we can do. We send a notice, we try to enforce it, I tell people
all the time, its like drunk drivers, they can catch them, that is why we have people out there for
five, six ten DUI’s and they’re still out there driving. We can only do so much. We will be discussing
that further under the zoning officer’s report, on which direction the council wants to go.
 
Solicitor’s Report
 
Attorney Springer said we wrapped up the conservation easement. That has been finalized, recorded
and sent to Mr. Danko at the Army Corps of Engineers. That being said, I’d advise you to get a
maintenance agreement in place so. We have already discussed that. Speaking with Mr. Danko, he advised me
that there will be a compliance inspection forthcoming. So, FYI. Its not going to be given a date, its
more or less a drop in thing, to make sure we did what we said we were going to do, continue to do
what we were to do, maintain the wetlands. And you know what happens if we don’t, the same thing
as before, so we don’t want that to happen.
 
Attorney Springer said we had closing on the Reidel property, that has been finalized. Mr. Malesker
said he sent a plan for whole plan. Councilman Noll said York Township required us to do. Attorney
Springer said then we need to get a deed and we are going to apply for tax exempt status. Its been
recorded. That is done. You have to authorize Sam to execute the quick claim deed of the quiet
title for the easement which you already have taken off the map but the Reidel’s have to record that
in their payment title to show the easement is gone. And its not encumbered going down the road.
It’s a housecleaning measure. The compensation for that is $1.00, this is just a formality A motion was made by
Councilman Howett to sign the quiet title over from the borough to the Reidels for the easement on their
property. The motion was seconded by Councilwoman Coble Tyson. All in favor. Councilman Snyder
said motion carried. The secretary said a check for $1.00 to Norbert Reidel was never cashed, for the record.
Attorney Springer said if the dollar is needed in this case, it will be provided.
 
Attorney Springer said we are going to the blighted properties, mainly 230 S. Main Street which has
been an issue for the last four months plus. I do not know if the zoning officer is writing citations.
The secretary said we just got payment on the District Justice report that the borough received. Not
sure when the citations for this were issued. The secretary read the payment listing. Attorney
Springer said we still have the property going up for tax sale, depending what he does there, if
he loses it at the tax sale someone buys it. He has redemption, he can come in and buy from them in
a certain amount of time. If he doesn’t do that, then they take the property and they are responsible
for cleaning up the property. If no one buys it at the tax sale, then the property remains in his ownership title.
Then we can look into the condemnation or a conservatorship. That would be my advice, wait to see if
at the tax sale if a private investor comes in. The investor is going to buy it, flip it and sell as quickly as
possible. That’s where his money lies, anything that takes more time, he is isn’t going to want to do that.
Based on what Don Hoyt, solicitor of the Redevelopment Authority of York told me, the condemnation
isn’t that expensive, and doesn’t seem to be as time consuming as the conservatorship. We have
gone over the conservatorship several times, and the thing that really sticks us, is the plan. We have
to have a plan to petition the court. The plan has to be eminent, it can’t be we are thinking of doing something,
or we are going to try to get somebody, maybe Habitat of Humanity people to come to take the property.

They want to hear definites. Discussion continued. Councilman Allar mentioned that we would
not go forward with the plan unless we have a MOU with Habitat of Humanity, showing what
their responsibilities are going to be, etc. That would be the core of the plan. As part of the
petition would be the MOU with the Habitat. We would not go forward with the petition.
Attorney Springer said I don’t know if they are going to want the property. Councilman
Allar said they are working on a MOU with the Red Lion School District and worked on
with Wrightsville. Attorney Springer said be prepared to write off the legal bills, ordinances,
as well as the condemnation because Habitat may not pay us if anything. Discussion
continued. Councilman Allar said there is only one, that gives the opportunity to recoup some or
all the costs, and that is conservatorship. The other ones, maybe we will get the money back
if we sell, maybe we won’t. Attorney Springer said maybe it will come out in the MOU that
Habitat will allow some of the funds from purchasing the property from the final owner, to
repay the costs. I was under the impression that money goes into some kind of trust that
is operated at the Habitat of Humanity to keep it going. Councilman Noll said it is my understanding
that Habitat only gets involved with properties that have clear title. This owner still has
title to the property until the final transaction. Attorney Springer said yeah, I don’t know if
Habitat is even. First things first, keep your ear to ground, see what happens at the tax sale.
Discussion continue. Councilman Allar asked if Attorney Springer asked if he spoke to the contacts
Brennan and the Butler County attorneys? I really wish you would talk to these guys, I went through
the situation with them, about Habitat, they know what kind of orders that judges have to have.
They did not indicate that this would be a problem. I really think you should talk to them. Any
problems that you have raised could be asked. Attorney Springer said I can do that if I get
authorization from the council. I did the research on my own time. Councilman Allar said
during decision making, one is cost. If its going to be cost to the borough when giving your
advice, in the long run, in the end. The other two, is some kind of a gamble. This law was
made specifically for blighted properties. Within that law, for the conservator, they put it together,
whoever the conservator can get some of the money back. Discussion continued.  A motion
was made by Councilman Noll to let the tax sale happen and in the interim continue to write
citations against the property, to have on file and on record, see what happens at the tax sale,
then pursue as was suggested with the condemnation, and find out what the assessed value
of the house is at that point, since it didn’t sell for the $13,000.00 roughly that was indicated
as the minimum amount for the tax sale. The motion was seconded by Councilwoman Coble
Tyson. All in favor. Councilman Snyder said motion carried. Councilman Myers asked can
we authorize the solicitor to call these lawyers, in Butler County and whatever, I am curious
to see how they do it. Discussion continued. A motion was made by Councilman Noll
to have the solicitor expend three hours of time to talk to the lawyers who have done conservatorship,
and to do research into grants that would help in this process and the Habitat attorney. The motion
was seconded by Councilman Myers. All in favor. Councilman Snyder said motion carried.
Councilman Noll said Mr. Blandia Nace with Economic Alliance for the next municipal managers meeting.
I have forwarded one of you the information. Attorney Springer said I will call him, Butler County and
Schuykill county attorneys. Councilman Allar said you have an actual submission to the court. That is
why I think it would be good to talk to them. Attorney Springer said the law is locality oriented, I have
to talk to Judge Linebaugh. Discussion continued. Attorney Springer said it wouldn’t hurt  to have a Plan B. I can talk to Attorney Baranski to
get an idea how the whole mortgage thing. When they sell the property
they want to have title. They hold title, they sell to a screened participant, that participant takes title,
and pays habitat. I don’t think they this just for us any changes to the way they do things. Councilman Allar said we can find that out early on.
Discussion continued. Councilman Myers asked, have we thought
about mailing the guy a certified letter, saying we would buy it for $10,000.00 Councilman Allar said I know Regan has talked to him, I don’t know the details.
 I think he talked to him in the standpoint of, why not
give it to the borough for a $1.00, then you have a tax loss. Whatever the assessed value is, you can
claim with the IRS and have a massive deduction. Attorney Springer said assuming he has enough
income to offset. Councilman Allar said right, apparently he doesn’t have the income. Councilman Snyder said I got wind of that, from Regan.
I think, to protect the borough’s standpoint, there was no authorization
for Regan to talk to Mr. Richardson, any mentions or any conversations that he had with him as himself,
not on behalf of the borough. If he made some sort of representation to Mr. Richardson of buying it for
a dollar, and we decide to condemn it, that could set the municipality up for litigation. So consider an
official sanction of the efforts that Mr. Regan did, and absolve the municipality of any actions that
Mr. Regan Strausbaugh may have done on his own behalf with Mr. Richardson. Attorney Springer
said in any case if you pay him $10,000.00 or $13,000.00 at the tax sale you are still paying him for
property. If you pay him directly, you are still encumbered by the liens, even if they are yours, you

have to take them off. If you get it at the tax sales, that takes care of the liens but you are paying
$13,000.00 for a property, you are going to incur more debt to fix it up. Trying to condemnation and
the board of view, they are going to take in to account when they are valuing the property, the
assessment. They are going to tell them to the board of view. By condemnation route, you factor
in the demolition costs or the rehab cost. If you pay him, you just pay him. Councilman Snyder
said they are going to take into the fact that we are going to demolition it. The board of view may
say to only pay $2,000.00, we may over pay him, if we offering him thirteen or fourteen. You
still have to get rid of the liens. Councilman Noll asked if we should form a subcommittee of council,
we have been spending a lot of time talking about the same thing and not getting anywhere. Attorney
Springer said you may want until the next meeting, so I can talk to the other attorneys, find out
the availability of grant funds and the other discussions I already had with Attorney Hoyt, how they
factor everything. I can provide you a report next time, then you guys can weigh the condemnation.
Councilman Snyder said we already made recommendation that we wait until after the tax sale anyways.
Councilman Allar said if we own the property, we are responsible for the property and the taxes of
$3,000.00. That’s a cost we need to think about. Councilman Snyder said we apply for tax exempt.
Councilman Allar said its on the tax roles, and we are going to be the owner. Councilman Myers said
I know where we rent places out where I work, we have to pay the taxes. If we don’t rent it out,
we don’t. Discussion continued. Councilman Strausbaugh said Mr. Adkins has a very good proposition
when it comes to the property. Mr. Adkins said I am very interested in the property, I have been doing
research into clearing lot. I am assuming there is asbestos and lead paint in the property. Cost
of $9.00 a square foot or about $40,000.00 to demolish the property. This is because of asbestos in the shingles, and lead paint. Councilman Noll
 
said you can remove and have a manifest with the landfill. Mr. Adkins said
there are wild animals and risk of fire there. The trees are dead. I am very interested in taking over the
property. I am doing research to see what my options are. Councilman Snyder said we would work
with you. We will wait until after the upset sale, see if someone buys it. Attorney Springer can get
the information and after September, have a committee and decide if we should go into condemnation
or enter into a MOU with Habitat. Discussion continued.
 
Councilman Snyder said everyone should have received a proposed ordinance, 02, in their packet. This
came about due to auditor’s report, asking for better internal controls and recommendations. So
we tried to start with, one of the things they wanted to see are deposits done on a daily basis, I pointed
out Sandy doesn’t even work everyday. So to work on our actual income. Now we’ve had discussions
about the tax collector and what happens if Connie decides not to run again. In Section 1, re evaluates
the compensation rate to 3%, that is actually fair, if you take into consideration the recent tax increases
the municipality has had. Every time the municipality puts on a tax increase, there is an automatic
increase for the tax collector because she is based on a percent. The idea was, the law states you
can’t change the rate of the tax collection in the year of election or through out the term of which
point we are going to make it effective for the next election which would be January 2018. In the meantime,
we can cover ourselves, if something would happen to the tax collector, if the municipality has to
appoint or if she decides to resign, and there is an interim tax collector appointed, we can change
the rate effective immediately. And start seeing those savings there. Otherwise she will keep
the same rate of pay through 2018. The second section of course, is to help with the auditors, the
tax collection law states, monthly statements, monthly remittances. While we are requiring that, the
law specifies late fees, if they are not done in a timely matter. Section C does allow the borough to
waive those late fees, if we so choose. That takes care of any issue there. We will have monthly
reports showing the auditors what came in, if it’s a zero, it’s a zero. There’s no questions then
on our part, why didn’t you have any remittances, where are the remittances, all this. So this is
for your peruse, Seth Springer just got his digital copy today. Look over this for next month, any
suggestions, changes in verbage that is the idea, bring it back next month. We can make the
changes. Discussion continued.
 
Councilman Snyder said we did receive the registered letters back on the Getting and Ali properties.
Sandy has started a pending file for liens. While our solicitor is here, what is council’s thought,
should we turn these over to him to file now or we going to. The properties, we know that
aren’t being taken care of/been abandoned and the banks aren’t taking care of them. So are we
going to set up for a monthly/ once a month mow schedule through August and then direct him
to file one lien on the properties in September. I am assuming that would be appropriate to hold
off four months to file the liens? Attorney Springer said I would want all liens filed before
sheriff sales. Councilman Snyder said at the Boltz property, the bank waits until the Sheriff’s

sale and then they pull it off. They are skirting. Attorney Springer said if you don’t liens filed
before the sheriff’sale. I can get a list of the sheriff’s sale. Notice requirements I can look into
that. As far as making banks to pay, I’ll look into that on my own time. I think it would behoove
you to do all the liens at one time. Councilman Snyder said based on that information, is council willing
to do a monthly mow on these, hand liens over in September time frame. We would be directing
Patti to send notice of violation, soon as the ten days are up, she could be working on a list for
persons to mow. And contact them to mow on a monthly basis. We could just add these to the file.
Councilman Noll said there are multiple properties. Councilman Snyder said we cleaned up
properties for $2,000.00, if we incur more costs. Councilman Noll said we aren’t in the lawn mowing business, we are going incur costs over the summer.
Councilman Snyder said we can charge 10% over the cost.
Its going to be expense. There will be an expense to file the liens. Discussion continued. Councilman Noll
made a motion to hold off filing liens on these properties, have Patti cite the properties for tall grass,
if they don’t comply we are going to make the decision mow on the properties that are abandoned to
start and in a month re evaluate the other properties that fall into it. Identifying the properties:
230 S. Main Street, 191 S. Main Street, 197 S. Main Street, 187 S. Main Street, 205 S. Main Street,
gray house by the Morton property roughly 264 S. Main Street, contacting mowing agency and
ask for certificate insurance, and on a monthly basis send out another notice. The motion was
seconded by Councilman Myers. All in favor. Councilman Snyder said motion carried.
 
Attorney Springer is going to check into a lis pending that are filed when properties are pulled off
the sheriff sale listings.
 
Engineer’s Report
 
Mr.Malesker said in regards to the wetland mitigation project, I did talk to Jake that project is about
75% done. Councilman Allar said the York Township part is done, the wetland part probably won’t be done
until the end of the month. Planting and so forth, will be at the end of the month.
 
Mr. Malesker said I talked to Jake about those grants that he submitted. Tom you had said that the borough
should have copies. He said will bring copies of the grants tomorrow.
 
Mr. Malesker said Tom wanted to set up a meeting at the Riedel property to look at that. The meeting
will be Tuesday May 14, 2013 at  4PM.       We will discuss the issues if we want to get a DEP permit
and what needs to be repaired. Councilman Noll said is there anything compelling to bring it up.
I bring it up because of the cost of the mowing, make sure we are putting our money in the right place.
Councilman Allar said we have some issues of erosion, need to see what is going on. Councilman
Snyder said to have a plan and a cost estimates. We are not sure what they are looking for. Mr. Malesker
said we need to protect the berm, if we lose the berm then we will have sediment deposition in the basin.
Councilman Noll said I just wanted to make sure we are going down there for a purpose.
 
Mr. Malesker said we did get comments back on the EAP. The mayor is working on getting the
signatures, and get it to DEP. Then we will have an official Emergency Action Plan.
 
Mr. Malesker said attached to the engineer’s report is summary of bids for the equipment and materials
bids. The bid tabs are attached, and there is summary page. Then you will need a motion to award,
this award will be contingent on Dallastown accepting and awarding the same since this is a joint contract.
Aggregate, the low bid for delivered on site is Kinsley Construction is $18837.50. That is a 3% increase
from last year. Bituminous materials 9 ½ millimeter, low bid was Highway Materials, both finish on board
at $58.00 as square yard and at site was $63.50. Low bid for bituminous materials 25 millimeter, Highway
Materials $50.50 a square yard furnish on board and delivered on site $56.00 a square yard. That is a
10% increase from last year. The only bidder for equipment rental is Fitz and Smith, they bid on all
items except C 14, which is milling, their quote for the hourly rate is $31920.00. No bids on snow removal.
We have a separate bid for milling, Kinsley Construction is the low bid for milling at $10.950.00.
Based on those low bids, I recommend that an award be made to the low bidders that I identified for
the materials and equipment bid, with the contingent that Dallastown Borough do the same. The motion
was made by Councilman Howett. The motion was seconded by Councilman Allar. In favor of motion:
Councilman Snyder, Councilman Myers, Councilman Strausbaugh, Councilwoman Coble Tyson.
Councilman Noll abstained.  Mr. Malesker said the current contract goes through June 13 or 14th and
Dana is working with Fitz and Smith to get work done under the current contract. Fitz and Smith’s
rates went up 19% from last year.

Mr. Malesker said the next thing is the draft MS 4 report. Page eighteen is the signature page. Take a
look at that, that is a draft copy. It needs to be submitted by June 7th.
 
Mr. Malesker said you are invited to the skybox for the York Revolution on June 18th with Dallastown
Borough and Dallastown Yoe Water Authority. Welcome to bring spouse, grandkids. Robin’s number and email, let us know if you can make it, and
how many tickets you need.
 
Councilman Allar said I don’t know if you got a copy of the letter from Danko. This has to do with
Mill Creek. It refers to the NWP 31 permit. He sent us an email, he is saying he never got the as built.
Mr. Malesker said he has it. Councilman Snyder said that was taken care of. According to the solicitor,
everything is in place with the Army Corps. A spot inspection will be done. Seth Springer said
for that inspection, is to have that maintenance agreement in place.
 
Councilman Noll said the property next to Councilman Snyder, created a parking lot. Don’t know if
they had a permit or not. Mr. Malesker said that falls under your existing storm water ordinance.
They should be controlling the run off. Exemption for small areas, you may be able to do that.
Councilman Snyder said to contact Dan Shaw if everyone is okay with that. Everyone was in agreement. Mr. Malesker said Dan would contact our office
 if needed.
 
Councilman Allar said the Mill Creek Preserve, received a complaint via York Conservation District.
Eric Jordan is handling it. No other details.
 
Maintenance Report
 
Councilman Snyder asked if everyone looked over the maintenance report.
 
Councilman Snyder said I was driving up through Main Street, there on Newton Alley going up toward the park. It appears that there is a black piece of metal
what appears to be a hole there. I didn’t see any water
running out. Look at it, it just may be metal there. It would be sidewalk level. Not sure whose property it would be at this point. I want to make sure its none of
 
system collapsing there. Storm sewer there, spring lines there, water line there. Make sure its none of our systems.

 
Zoning Officer’s Report
 
Councilman Noll said Patti has a report here I can pass around. The most important is update on
what is happening in town. The clean up update, all trash has been removed from 187, 196, 197
and 230. Houses that we are looking at: trash has been removed by the side at 28 E. George Street,
the homeowner has indicated that he will be fixing the garage. Windows boarded and spouting
reattached at 74 S. Main. Garage has been torn down and clean up is progress at 159 S. Main.Spoke
to homeowners at 130 W. Broad Street, indicating that he will have the shed taken down and concrete removed.
No apparent work on the other properties. Over half of the properties identified have done something.
Pass on to Patti our thanks. Councilman Allar asked is Patti putting the letters in the file now. Councilman
Noll said yes. Councilman Allar said Gary Smith has painted the front of his property. Discussion continued.
 
Emergency Management Report
 
Mr. Smith said the borough needs to sign off on the Hazardous Mitigation Plan, here is a disc to put on file.
Mayor Sanford said prior years we piggyback onto the county’s plan. A motion was made by Councilman Noll to sign off on the county’s mitigation plan
and if it needs to be done by resolution we will follow up
with a resolution. The motion was seconded by Councilwoman Coble Tyson. All in favor. Councilman
Snyder said motion carried.
 
Mr. Smith suggested until Springwood Road is reopened, I’d like to see Broad Street have one sided
parking. The traffic is line up past the alley from 4 to 5 o’clock in the evening. Councilman Noll
said the only problem is that would require a traffic study, by the time we would do that, the road
would be reopen. Councilman Snyder said I think we can only do temporary no parking for
48 hours.

Mayor Sanford said I have circulated things that I’ve done for the month.
 
Police report for March is on the backside of my report.
 
Mayor Sanford said I had conversation with Lt. Zech and Chief Gross, about our sign situation
on Springwood Road. They were happy that we addressed it.
 
Mayor Sanford said I am still working with Ken on the website. We can continue use New Freedom
as our host company.
 
Mayor Sanford said I am still getting varied complaints about truck traffic on Broad and Elm. I have
been referring that when I can to Regional Police. I saw a truck this afternoon, followed it, and
Officer McGhee cited the vehicle for the over weight violation. Discussion continued. I just
encourage everyone, if they have a complaint to contact 911.
 
Mayor Sanford said I had a request from Felton Borough for fire police. I talked with Rodney, since
he oversees the fire police for the fire company.
 
Councilman Myers asked what is the scoop on the radar bill? Mayor Sanford said I saw that it
was going to be introduced, not seen if it has been passed. I had a conversation with the State
Mayors Association.
 
Secretary’s Report
 
The secretary said I need okay that you want the borough to update the code of ordinance book,

The secretary spoke with Connie Stokes, Dallastown Borough manager. She wanted me to
relay a thank you to all of you for the card and gift card that we sent her.
 
The secretary said the quarterly bank statements for the first quarter of 2013 were in your packets, giving you a view of the bank accounts
for the beginning of the year.
 
The office will be closed beginning May 20th and reopen on May 29, 2013.
 
The secretary said we are working on insurance for the borough. I have a company that is interested in
quoting workers comp and other insurance. Doug Truax said that EMC will cover us for workers comp
but later was told by another firm that they won’t be, so I have been getting loss runs and information.
We are in process in getting insurance quotes. Someone will have to make a decision and our insurance
expires in May 31, 2013. A motion was made by Councilman Allar to secure getting insurance rates
at the cheapest rates and to have the Council President sign appropriate documents. The motion was seconded by Councilman Howett. All in favor.
Councilman Snyder said motion carried.
 
Unfinished Business
 
A motion was made by Councilman Noll to sign the contract amendatory 2 with York County Planning to
extend the timeline for our zoning ordinance grant until December 31, 2013. The motion was seconded
by Councilman Myers. All in favor. Councilman Snyder said motion carried.
 
Councilman Strausbaugh said I talked to Kathleen Daly with the PA Housing Alliance, we can join
that for $100.00 a year. Webinars will be free. Patti would be able to address the website. A motion
was made by Councilman Noll to join the alliance. The motion was seconded by Councilman Allar.
All in favor. Councilman Snyder said motion carried. The secretary said I will need an invoice
from them to pay the fees, so have them send me an invoice.

Councilman Snyder asked did everyone have a chance to look over the times that Urban Research
had available to hold meetings for the zoning ordinance update? I contacted Charlie today.
He said usually you meet in the evenings, because the public could want to comment. I said
well the public usually doesn’t have much to add. He said then  you can meet anytime during
the day. I did check with him, he is available evenings or days. He suggested to pick a preliminary
day and a secondary day, in the event you have to cancel for something. He suspects this
zoning process to last ten to twelve months. It needs to be advertised, its open to public.
That requires a majority of council to be here. He would like to begin in June. A motion was
made by Councilman Myers to advertise the workshops for the second Thursday and as back up
the third Tuesday from 3 to 4PM at the borough municipal building. The motion was seconded
by Councilman Noll. All in favor. Councilman Snyder said to leave the zoning officer, Dan Shaw
know when the workshops are. Councilman Snyder said motion carried.
 
New Business
 
Councilman Snyder said we did received the outstanding bills for the Yoe Borough Sewer Authority.
 
Payment of Bills
 
A motion was made by Councilman Howett to pay the bills as listed. The motion was seconded
by Councilman Allar. All in favor. Councilman Snyder said bills are paid.
